At the top of the stanchion post there is a built in cassette which houses a belt inside, and typically belt receivers as well (so that other belts can be clipped into place.)
The belt, designed a bit like a seat belt in your car, can extend and retract as needed. This kind of stanchion is especially common in retail line formation, as its belt conveniently stretches or retracts to accommodate custom lengths and line barriers, and clips into place along the top of the neighboring stanchion post.
